In February 2023, BBC reported that Simon Ekpa was detained by the Finnish Police on the suspicion of illegal fundraising. After his release from the police custody, Ekpa intensified his pro-Biafra agitation.
For example, it was after that arrest that Ekpa declared himself the Prime Minister of the Biafran Republic Government In Exile (BRGIE) in April according to the International Centre for Investigative Reporting. A month later, at the African Day Celebration in Helsinki Finland (and just a few days to the Biafran Heroes Day on May 30), Simon Ekpa was awarded 'Ambassador for Peace' by the Universal Peace Federation according to the Finnish newspaper Yle.
After Cai-Göran Alexander Stubb was elected as the President of Finland and before his assumption of office in March 2024, he was seen in a cordial pose with Simon Ekpa.

So What?
I think that Finland, just like many countries of the world, still remember the excessive persecution of Biafrans by the Federal Government of Nigeria that certainly provoked fellows like Nnamdi Kanu and Simon Ekpa into getting radicalized. Provocation remains an extenuating factor in criminal justice everywhere in the world.
At least most of the international community certainly disagree with Nigeria in tagging the Biafran agitators as terrorists. It's why those who cooperated to get Nnamdi Kanu back to Nigeria had to do so by committing a crime themselves. What do you think about all I have said here.
